Funding the Government
Funding for the government expires at the end of the fiscal year. Last year, there were numerous near-government shutdowns because Congress did not work through the regular process. Instead of passing a budget and then working through appropriation bills that fit within that budget, they based appropriations on prior spending levels and baseline increases from old budgets.
Conservatives should know that the House will pass appropriation bills as guided by the House-passed budget, whereas the Senate will attempt to pass appropriation bills based on the caps outlined by the now-failed Budget Control Act. Perhaps more so than the policy, the funding level will be the main source of contention between the House and Senate.
