Background: Americans are tired of business as usual in Washington. Nothing epitomizes Washington’s excesses more than the earmarking process, which some observers have called “the gateway drug to higher spending.”
Status: House Republicans plan to extend their current earmark moratorium throughout the 112th Congress. On Tuesday, November 16, Senate Republicans will have an opportunity to do the same when they debate and adopt internal conference rules. To that end, Senator Jim DeMint and at least 13 other Senators will offer a two-year moratorium on earmarking. It is unclear if a majority of GOP Senators will support the moratorium.
